Overview

Temporary Learning Spaces (TLS) and permanent school structures across
Unity and Northern Bahr El Ghazal States represent UNICEF’s commitment
to restoring education access in South Sudan’s most conflict-affected
regions. SETAC was engaged to provide professional engineering site
supervision across multiple school construction and rehabilitation sites —
ensuring that every structure was built to specification, on time, and in full
compliance with UNICEF’s technical and safety standards. This assignment
was one of the highest-value supervision contracts in SETAC’s South
Sudan portfolio.
SETAC deployed resident engineers and site supervisors to all active
school construction sites within the programme. Our supervision team
conducted daily site inspections, issued technical certifications, reviewed
and approved design alterations arising from field conditions, verified
contractor payment claims against actual progress, and submitted detailed
monthly compliance reports to UNICEF’s education programme office.
SETAC’s supervisors maintained close coordination with UNICEF,
contractors, and school community representatives throughout — ensuring
that every school was delivered to the standard that South Sudan’s children
deserve.

THE CHALLENGE

Managing construction supervision across multiple active school sites
distributed across two states in South Sudan — each at different stages of
construction, with different contractors and varying site access conditions
— demanded rigorous programme management and experienced field
supervision capacity. SETAC’s South Sudan team brought the logistical
experience and institutional knowledge required to maintain consistent
quality and reporting standards across the entire programme, even in the
most challenging operating conditions.
