Overview

Agricultural market infrastructure is a critical enabler of food security in
South Sudan. SETAC was engaged by FAO to provide comprehensive
construction supervision and project management for a modern urban
market facility in Juba, commissioned under FAO’s Agricultural Markets,
Value Addition, and Trade Development (AMVAT) Project. The market was
designed to improve agricultural productivity, reduce post-harvest losses,
and create enhanced trading environments for local farmers and vendors —
directly supporting livelihoods across Juba’s agricultural supply chain.
SETAC’s supervision team conducted regular, structured site inspections
— verifying material quality against specifications, monitoring workmanship
standards, and managing construction timelines to ensure progress
milestones were met. Our engineers coordinated contractor and
stakeholder communications, maintained detailed daily site records, and
prepared comprehensive monthly progress reports for FAO’s programme
office. All construction activities were managed in compliance with FAO’s
technical standards and safety requirements, ensuring the facility was built
to serve Juba’s farming community for years to come.

THE CHALLENGE

Supervising complex market infrastructure construction in Juba — an
environment with demanding logistics, multiple contractor packages, and
high visibility for FAO and local government stakeholders — required
continuous on-site presence and proactive contractor management.
SETAC’s resident engineering team maintained daily oversight throughout
the project, preventing quality issues before they arose and keeping the
programme on track against FAO’s delivery schedule.
